Close burst 10; targets enemies; +25 vs Will; the target is stunned until the end of the dragon’s next turn. Aftereffect: The target takes a -2 penalty to attack rolls (save ends).

Force Prison (standard, recharges when the dragon uses breath weapon) Force, Zone

Area burst 1 within 10; +25 vs Reflex; 3d10+8 force damage. Effect: The burst becomes a zone of force until the end of the dragon’s next turn. A creature within the zone can’t leave it.

Change Shape (minor; at-will) Polymorph

The dragon can alter its physical form to appear as a unique human (see “Change Shape,” MM2 216).
